Qingdao Xihai'an New Area
a) Basic Information
The Xihai'an New Area includes the entire administrative area of Huangdao District, Qingdao City, with a land area of 2,128 square kilometers, a sea area of 5,000 square kilometers, a coastline of 282 kilometers, 10 major functional areas, and jurisdiction over 23 towns, 376 villages, and communities, with a total population of 2.32 million. In 2021, the regional GDP reached 436.85 billion yuan, accounting for about one-third of Qingdao's total, ranking among the top three national-level new areas, the fourth among the top 100 districts nationwide, and the first among counties and cities in the province. The Xihai'an New Area has won more than 30 national honors, such as the National Ecological Civilization Construction Demonstration Area and the National Advanced Area in Promoting Quality Work, and has been consecutively awarded the title of an advanced area for high-quality development in Shandong Province.
b) Main Industries
Guided by the development of a strong marine country and high-quality development of the marine economy, the Xihai'an New Area has focuses on the global marine technology revolution and industrial transformation trend, and relies on the comparative advantages of the marine economy in the new area. Driven by technological innovation, the area focuses on the development of advanced marine manufacturing and high-end service industries. Accelerates the integration of elements, space and formats, and strives to build advantageous industry chains such as ship and marine engineering, shipping trade and finance, marine chemical industry, marine biomedicine, marine cold chain, and marine technology services, and constructs a modern marine industry system.
c) Enterprise Situation
Projects were started during the first three quarters of 2022, and project observations were organized in the fourth quarter. From January to April, 235 new projects with a total investment of 88.4 billion yuan were started. There are 20 colleges and universities in the area, with a total of 184,000 students, and the total number of talents has reached 730,000. As of the end of June 2022, the number of new market entities in various new economies has exceeded 56,000, an increase of 14.7% compared with the end of 2021, accounting for 34% of the registered enterprises in the entire area. In the first half of the year, 7,221 new enterprises in new economies were added, accounting for 88.5% of the total number of new enterprises.
