The Jinan High-tech Industrial Development Zone
a) Basic Information
Jinan High-tech Zone is one of the first national-level high-tech zones approved by the State Council in March 1991. It covers a total area of 291 square kilometers and is divided into four main areas: Central Area, High-tech East Area, High-tech North Area, and Zhangjin Area. It has five sub-district offices and a population of over 400,000 residents. It is also a national-level independent innovation demonstration zone for the Shandong Peninsula approved by the State Council.
Jinan High-tech Zone has six major parks: Qilu Software Park Development Center, High-tech Entrepreneurship Service Center, Life Science City Development Center, Intelligent Equipment Industry Development Center, Airport Economic Zone Development Center, and Fiscal Investment Project Promotion Center.
Jinan High-tech Zone has strong scientific and technological innovation capabilities. Several research institutions such as the Jinan Science and Technology Innovation City of the Chinese Academy of Sciences, Shandong Academy of Sciences, Shandong Academy of Industrial Technology, Shandong Zhongke Advanced Technology Research Institute, and Suzhou Institute of Biomedical Engineering and Technology have settled in the zone.
b) Main Industries
The zone focuses on developing three leading industries: big data and new generation information technology industry, intelligent manufacturing and high-end equipment industry, and biomedicine and big health industry. It aims to make great strides in the two modern service industry clusters, which are data and information services, finance, and technology services, and to be at the forefront of developing a number of strategic emerging industries such as quantum technology, human capital, blockchain and cyberspace, medical care and health, and commercial space.
c) Enterprise Situation
As of 2020, the high-tech zone has a total of 110,000 market entities, including nearly 1,500 large-scale enterprises. Among them, there are 310 industrial enterprises, 357 enterprises with annual sales revenue of over 100 million yuan, including 119 industrial enterprises, 11 industrial enterprises with annual sales revenue of over 2 billion yuan, and three industrial enterprises with annual sales revenue of over 10 billion yuan. By the end of 2021, there were more than 270 R&D institutions at or above the provincial level in the high-tech zone, and the number of high-tech enterprises exceeded 1,600. The total number of listed companies in the zone reached 120, including 98 listed on the New Third Board.
